Exclusive enchant for the hoe & doubts about the villagers

Hi, I wanted to ask two important questions!

I wanted to know if there was a way to make exclusive enchants for the hoe since there is no minecraft:enchantable/hoe
The datapack I'm developing wants to have enchantments exclusive to the structures and therefore also prevent these enchants from being taken thanks to the villagers. Is there a way to exclude them?
