load.json doesn't work

I am setting up a server for 1.21 and would like to make a datapack for it. While following the Minecraft wiki's tutorial, I was unable to get any functions, or tick/load.json. Of course they've changed the functions folder to simply "function" and making that change fixed all my functions except load.json.
