Enchantments Not Showing Up In Enchant Tables

Hey! I'm making some custom enchants and I swear they were able to show up before, but I loaded it up on the full release and I haven't been able to get them to show up when on the enchantment table. Haven't tested if they show up through loot yet. I know they exist and work, with commands. Open to uploading the pack here if needed.
