Generating a Structure at Specific Coordinates

I'm trying to generate a jigsaw structure at 0, 0 but can't find a way to do it. I've tried using concentric rings and setting the spread and distance to zero but the structure spawns within 80 blocks the target coordinates and is always a multiple of 8. Is it even possible to do this?
