Ore Generation Control & Replacement

Goal: Remove all vanilla and mod driven ore generation and replace with custom, by biome, ore generation methods.
Concerns: Can a data pack accomplish these goals?
Desired Outcome: Gain an understanding of Ore Generation, the ability of Data Packs to influence it, and perhaps see an example showing this process that will help achieve these goals.
