Problem with Trigger

Hey DP helpers, I am working to create a datapack that removes 5 xp levels from a player, in order to expand the world border by one! Why, well thats a long story, anyways here is my code that I am currently using? 
I think the files uploaded properly?? I guess that is all the code that I have to offer, the problem I am running into is when I try and trigger, you cannot trigger this yet.
