Custom music disc pre 1.21

This is sort of both resourcepack and datapack help, but I'm trying to use the new data driven jukeboxes to add a new song. For "sound event", whenever I try to add a custom sound it errors out and doesn't let me use the datapack. I verified that the new sound I added does work with /playsound. am i doing something wrong or is this just a bug?
