Custom items with abilities?

If I want to make custom items that have abilities similar to the new features in enchantments, but I don't want to actually use hidden enchantments (for fear of the player stripping them off the tool in a grindstone) , are there ways I could do that? Or if there aren't, is there a way I can keep enchantments from being removed in grindstones?
