Help with moon ore generation datapack.

There are no errors in loading the datapack. I can successfully /place it in moonstone on the moon. However, no actual ore generates, either at world creation, or when I /place (though it says the command is successful). Any ideas? I've triple checked that the names are spelled correctly, and I really can't seem to figure it out. Thanks!
