(1.18.2, datapack version 8) generate biome at spawn and prevent biomes from spawning

Hello guys. I would like to ask if someone knows if the following if possible with datapack version 8 for 1.18.2.

generating a new world will always have a specific selected biome as worldspawn at x=0 and y=0

Example: a plains biome is selected, therefor only a plains biome can generate at these coordinates.

Prevent entire biomes from generating

Example: all ocean biomes are selected, therefor no ocean biomes can spawn in the entire world.
