Make item replaceable by putting a dirt block in its space

I have project vibrant journeys installed which adds a bunch of "clutter" on the ground. I don't mind these items littered around the ground (rocks and twigs etc), but I would like to be able to place dirt and other blocks directly into their spaces to clear them out (just like vanilla grass allows).
