Add item cooldown like Chorus Fruit.

Basically, I want to add a cooldown to use an Item. For example, whenever you eat a Chorus Fruit, the item gets a visible cooldown for it to be used agained. Same things go for Shields, when you hit a Shield with an Axe, the Shield becomes unusable for a few seconds. Is it possible this type of cooldown to other items, and if yes, how?
