Custom dimension datapack not validating

I'm trying to create a simple custom dimension, but for some reason it's not validating. I've cross checked with other dimension datapacks and my file structure isn't really different at all. I put my file structure, as well as whats in the files(ignore temp.txt). I'm using 1.20.4
