Custom Dimension

Hi, ive literally never made a datapack before and im trying to make a custom one using misode's generators with a combo of "WafflesAreBetter" dimension series to understand what im doing. Although the datapack is for 1.17 im trying to make this for 1.19.2 and im guessing a configured surface builder is no outdated, so im confused on how in my custom biomes for my dimension, how to get the block layers set up right. Thank you!
