Is there a way to have a biome snowy but not accumulate snow on the ground

Im trying to make a transition biome between the plains and the snowy taiga that will snow when the weather rains, but not have a snow layer accumulate on the surface of blocks. I dont want to use the "particle" tag either, since that will always be present regardless of the weather. I also dont want to eliminate all other snowy biomes from ever being able to form a snow layer using a function either, just localised onto one specific biome/s
