Functions not loading

with my 1.20.1 datapack my functions arent loading in when i do /function
there in the file path: data/monarchy/functions/functions.mcfunction
and the only other files in the whole pack is my tick.json which is in data/minecraft/tags/functions/tick.json
My pack format is 15, any help? I cannt figure out why their not loading
