Fiddling with noise settings

So basically I'm in the process of making an oceans only biome data pack, all of the islands in the world generation are far too big and way too flat, what parameters in specific do I want to fiddle with? I would rather not touch the sea level. Here is a screenshot to show what I am talking about. And yes, I am in an ocean biome, they can generate land masses.
