Custom structure does not appear in custom biome in superflat

So I made custom structure and simplest custom biome (which does not add anything).
the structure only generates in this biome. the biome is called deadbush:world
minecraft:bedrock,126*minecraft:sand,minecraft:dead_bush;deadbush:world
it doesnt work. If you want more info, feel free to ask
