block mined multi output

i just used some tags because i dont know which are right lol. i made some blocks drop 2 or more blocks when mined with an nbt tool. like stone drops 2 cobblestone when mined with my pickaxe that has a custom model. i want cobblestone to do the same but i want placed cobblestone to drop only one and maybe give a penalty for trying
