Recipe Priority

I want multiple other recipes to take priority over one that uses a tag. This is a datapack for a mod where I've added sticks for every wood type. I want the vanilla stick to come from any combination of planks except for two of a kind. Originally, I thought that recipe priority came from alphabetical order, but the vanilla stick recipe comes before acacia and dark oak sticks only. Is there a way to determine recipe priority?
