area effect is not working some times

i am trying to make a command bloc that give all payers mining fatigue in 205 75 205 block area but sometimes i do not get the effect unless i go directly ontop of the command block the command: /effect give @e[x=96,y=73,z=124,dx=205,dy=70,dz=205] minecraft:mining_fatigue 5 3 true
