Disabling Stronghold/End Portal Generation

I am trying to create a datapack to disable Strongholds from generating. I've been searching for details, and some folks on a reddit post said that it was possible, but it was not generated with normal structures. I really don't even know how to start looking for it, nor how to completely disable it.
