Suspicious Block Loot tables in custom world gen

I have a datapack that is generating an all ocean world and my goal is to add patches of suspicious sand on the ocean floor with a custom loot table. Currently I have replaced the 'disk_sand' configured feature with suspicious sand instead of normal sand, but all of the suspicious sand blocks are empty. I know how to edit the loot tables in the archaeology folder, but how do I make suspicious sand that isnt spawned through a structure use one of the loot tables. if all else fails I can just use the ocean ruin spawns but I would greatly prefer to have patches of suspicious sand by themselves. thanks for any help!
