How can I make a spawn structure?

I am trying to make a cave world survival modpack, but I want to create a working spawn bunker so the player doesn't spawn on the bedrock roof, unfortunately the spawn bunker mod doesn't work with my datapack for some reason even though it has before, and I have no idea how to fix it. Any ideas how to get this idea to work? I already created a structure file with structure blocks btw.
