Ocean Only World Help

Hi there, so, ive been tyring to get an ocean only world in 1.19.3 but it seems to be a difficult task, ive only found one data pack which works but it doesnt have the current underground generation with the ore spawn levels, deep dark, lush caves and dripstone caves, but contains a strong hold in the overworld and the other ocean related structures. Thats all I want, essentially a minecraft world limited to only the ocean biomes which are in vanilla minecraft with no land, and the underground to be the same as normal minecraft. I was wondering if anyone could help me/point me in the right directions to either making a datapack like this or editing the one ive found, thanks!
