Missing Entities in Custom Structure

Trying to alter the end ships to have two elytra's in item frames. My datapack mostly works, the ship is rotated in the correct direction. However, no entities spawn with it. I saved the nbt data with entities, and confirmed that they are in the file with an nbt viewer
