Crafting recipe with custom coloured arrows

I am trying to make a data pack, if I make a crafting recipe with normal items that you can get in the creative menu everything works, but when I try to make the end result of the crafting recipe a coloured arrow the recipe stops working.
I replaced the id of the item with this: minecraft:tipped_arrow{CustomPotionColor:63200,display:{Name:""cyan arrow""}}
Probably i just made something wrong because i never made a data pack before so for someone that is good at them it will not be hard to understand where the problem is.
